Harnett County's seat runs its own permit desk, and its in-town homes are newer than most people expect.

Lillington permits its own HVAC work
In most of Harnett County, the county issues HVAC permits. Lillington is one of three exceptions, along with Dunn and Angier. The county's permitting guide excludes Lillington's jurisdiction, and the town runs its own Planning & Inspections permit center:

The catch: a Lillington mailing address doesn't mean town jurisdiction. The county's exclusion covers the town's jurisdiction only, so rural 27546 addresses go to Harnett County Central Permitting (420 McKinney Pkwy, 910-893-7525 option 1), where HVAC change-outs can be filed online through eTRAKiT. We find out which office applies and file the permit on every replacement.

Nearly half of in-town homes are from 2010 or later, so many Lillington systems are original builder equipment from the last 15 years. Things we look at on systems that age:
- Warranty. Find the model and serial on the outdoor unit's data plate. Registered parts warranties often still apply.
- Refrigerant. Most systems from 2010 to about 2024 use R-410A, which affects repair pricing as the industry changes refrigerants.
