A Clayton address that isn't in Clayton

Flowers Plantation homes use Clayton mailing addresses, but the community sits in unincorporated Johnston County. County tax records put all 1,878 homes we matched to Flowers Plantation outside any town limits. That changes three practical things for your heating and cooling:

What the county address means for HVAC
HVAC permitsJohnston County Building Inspections, not the Town of Clayton. The county lists HVAC change-outs among projects that need a permit and offers a residential mechanical permit form.
ElectricityDuke Energy Progress. A September 2025 outage hit more than 3,000 Duke customers in the Flowers Plantation area off NC 42 between Buffalo Road and NC 96. Some edge parcels could be on South River EMC; we haven't confirmed that.
WaterAqua NC, using bulk water bought from Johnston County. Another sign the Clayton address doesn't mean Town of Clayton services.
Natural gasPiedmont is the county's gas utility. Whether a gas line reaches your street inside Flowers Plantation isn't confirmed; your furnace label or gas bill will tell you.

Our three completed jobs here all fell in unincorporated county land, so any replacement would have been permitted through the county. We handle that paperwork as part of the job.

Gas furnace or heat pump? Here it's both

The county assessor lists 61% of Flowers Plantation homes with ducted forced air (usually a gas furnace with central AC) and 39% with heat pumps. That's a more even mix than most new Clayton-area communities, so the first question we ask on a no-heat call is which system you have. A quick look at the outdoor unit label, or whether there's a gas meter, tells us what to bring.

The homes are new. The median build year in county records is 2020, and the middle 80% were built from 2005 to 2024: 941 since 2020, 732 in the 2010s, 161 in the 2000s and 43 in the 1990s. About a quarter are townhouses (476 of 1,878). In a neighborhood this young, a lot of what we see is installation and setup problems, thermostat setup, drain lines and first-time failures rather than worn-out equipment.

Flowers Plantation is a big master plan. Rebecca Flowers began developing it in 1978 on family land, and it now includes neighborhoods such as Mill Creek West, Pineville East, Pineville West, Wilders Woods, North Farm, Chatham and Plantation Pointe, plus townhome sections like The North District and Whitley Corner. A Waterfront District with condos and apartments was planned as of about 2022.

What we've done here

We have three completed repair calls in Flowers Plantation that match county records, from January to October 2025. All three homes were built in 2018 or 2019, and the county lists all three as heat pump homes. Two were in the Meadows at Flowers Plantation:

  • February 2025: a 2019-built home in the Meadows. The customer reported no heat.
  • October 2025: a 2018-built home in the Meadows, also a no-heat call.

Our notes on these are short, so we won't fill in parts or causes we didn't record. If you have a heat pump, our heat pump repair page for Flowers Plantation covers what usually causes a no-heat call on a heat pump this age.

"Found very prompt and genuine person, had visited twice to my house without charging any extra money for multiple visits. Take care of HVAC system and provided all the details to me to keep me posted on the service needed to fix an issue. Very transparent service and would highly recommend you for any future service."

HOA and outdoor units

Flowers Plantation sections have HOAs. We haven't confirmed any written rule on condenser placement or screening, so if a replacement means moving the outdoor unit or adding a screen, check with your HOA's architectural review first. Swapping a unit in the same spot usually doesn't raise the question.

Services: furnace and heating repair, heat pump service, AC repair. Nearby: Plantation Pointe, Buffalo Road, and the Clayton service area.
